NOTE: This biography was written a few months ago; I have since decided this is NOT his life-story, for the most part. Still, you can an idea of what type of character I originally had in mind for him...and if it correlates at all to the current version of our favorite Moff.
Moff Argas Vicious has always known as a young lad that he was born to leader and born to become greatness itself. He was always an active lad growing up on the imperial world of Coruscent, the capital of the Galactic Republic. His mother was a beauty who used her father's massive inherited wealth to help various charities throughout the city (the wealth was from the father's map creating/selling abilities). His father was a brilliant political adviser for many of the leaders of the Galactic Senator and former Rodian Boxing Champion in school; he was also pretty fing wealthy as well. His brother, older by 7 years, was a talented aspiring writer, duelist and also a jerk, a trait that Argas did not mind as he grew up. His parents always had great expectations; Argas would surpass or fall far beneath whatever hope his parents' had depending on Argas's interest. Argas was fascinated by history, warfare, politics, whatever his brother did, and naturally these talents grew at a rapid pace. While there are many skills and areas that Argas does know much still today, overall, he received a well-rounded education.
Argas obtained high marks in his schools, created a large network of friends that would prove to be invaluable, and was working his way after his one year seminar on politics to enter as an assistant to his father; he did all this all the way being an expert dueler (he won the dueling under 18 contest), and boxer (like father, like son). This changed though when his brother, then a traveling writer on a Jedi Agricultural Corps ship, was killed by separatist terrorists. Argas talked with his father and convinced him of his plan; if Argas could become the leader of the military and his father the leader of the Senate, then they could determine the future of the Republic and ensure that this did not happen again.
The Galactic Republic, after the latest Sith-Jedi War of 1000 years ago, voted to decentralized its military; this would allow a mostly peaceful 900 or so years of relative prosperity. It would also lead to its doom. But that's neither here or there (yet). Planets were expected to defend themselves from other planets/pirates/trade federations/etc. The Republic did have a small force for pirates and other such circumstances; but if an alien race were to invade, it would surely not last. Thus the Republic, despite its large size, thus did not have an overly large military. The military in addition was not a well-respected career at this time; if you really wanted to be a soldier, it was better to join a Mercenary Guild. Republic ships were up-to-standard, thanks mainly to Mon Calamari and other races using ships as their share of taxes, but not many could command them effectively. Training was considered poor, the teachers rough. In other words, it would not be totally unexpected if someone became the supreme commander in say 10-15 years. Then, a "disturbance" could occur, the security could get involved....very insider, but it would get the job done. Even back in his youth did Argas showed his foresight and lust for power.
Argas easily passed all the Officer's School Tests, becoming the top-ranked officer and acquiring a his own pirate hunting ship. He used this in his first mission to completely destroy the people who had killed his brother, and started his streak of winning battles. Argas in ten years became the foremost feared pirate hunter of the galaxy and as expected his appointment to supreme commander was expected soon. He became the 2nd highest ranked man after winning his 200th straight fight aganist pirates, guarding the territory that protected Coruscent. Argas was never particularly well-loved by his men, treating them with a mixture of high demands, respect, and occasionally fear. After 12 years in the Military, at 30, he was soon to be the leader of the Military.
Oh, and I suppose I should admit one thing at this point: His name doing all this was NOT Argas Vicious. His name during this period was Cius Viogasra. Thus, it should be shown that his story will not end well for this part.
Right at he was about to be appointed, his father ran into political difficulties due to his two rivals: Senator Palpatine and Senator Hector. Cius's father made a deal with Palpatine, and the two arranged for Hector to have a "hunting" accident, aka, death. But Palpatine betrayed Cius's father, and the father chose to kill himself instead of revealing his plan (Palpatine, of course, increased his reputation as a result of exposing the criminal). The son, not learning about this until it was too late, was arrested on trumped up charges, made guilty in a Military tribunal (despite the lack of evidence) and ordered his execution. His men having no real loyalty, did nothing to help. Cius was in fact majorly screwed. However, his plan was going well; it was his father, not he, who had failed. The main flaw to the plan, in reality was two issues: one was the poor timing and two, was the interference of Palpatine.
His mother though use her influence to convince the Military (via a new training center on Coruscent, making her broke) to show leniency and allow the Jedi to determine his fate. The Jedi Council decided to send Argas with the Agricultural Corps, and make him work the fields to redeem himself. Argas did this for 6 months, studying the fields, making new friends, reevaluating himself, determining the best way to escape. He eventually made his escape by faking his death in a "hunting" accident, changed his name, identity, and appearance via massive reconstruction surgery. After hearing and learning about the Naboo incident, and evaluating how many pirates supported Separatist ideals, he knew that a huge war was coming; he knew the military would finally get its chance to prove itself, and that whoever controlled the military would control the galaxy. Thus he decided that his plan would work with his key modification; ignore the Senate completely. If the military became as powerful as it likely would, one could pull a coup and establish control easily. Taking over the galaxy via force had been done numerous times in the history, and this would allow Argas to redeem his family, get revenge for his father and make the Republic the truly great power that it should be.
Thus Argas once again joined the military. The Military standards though had changed little, and he was soon Commandering his own ship when the Clone Wars began. Even despite the massive better management of the military, the intellignce of the Clone Troops and the invovlement of the Jedi as the Commanders of Battles, Vicious was still able to make a name for himself, winning over 40 major battles and a 100 minor battles over the four years of the Clone Wars.
But Argas was troubled; at the end of the Clone Wars, Palpatine, one of the men most responsible for his family's destruction, was leader of the Republic, and it was he who led the military, taking out the one force that was not loyal to him, the Jedi, in a brilliant maneuver. It was the Emperor who was now Argas's biggest enemy to his plans. Argas wooed and worked his way to his Lt. Moff position (he was merely a Commander after the War), taking advantage of the fact that while he knew many of his friends already, they not him. Acquiring the Lt. Moff position in two years was quite the feat; no one else moved faster. Wither this was because of his connections, his battle record, or something else is not known.
What Vicious did know that becoming Moff would give control of the entire sector (province) of space, and all its military forces. So when the Jedi came onto the ship, it was the perfect chance to eliminate So Hai, acquire his position and give himself the ability to move around. All and all, while his plans are going slowly, his plans are moving forward. If he can convince the Jedi, the Sith, to eliminate Darth Vader, then perhaps he could take control sooner than anyone could possibly hope for.
He is supremely ambitious, confident about his plans for the future of the galaxy, efficient and cold. He still runs his forces through a mixture of fear, power and concern. He tends to play favorites, but has a great eye for both talent and loyalty. While his efforts in his pirate hunting days, Clone Wars and current service have all, for the most part, made the Galaxy a far safer place, it is unknown how long these gains will remain. Argas Vicious, in his 40's, has already lived two lives. If he is lucky, he will live a third as well...
