Pirate 101: Registry Codes

All ships have registry codes.  Or rather, all ships have transponder codes imprinted on the sub-light (aka slow but essential) engine of the ship, which identified the name of the owner, ships' name and the type of ship.  Not surprisingly, pirates and privateers often hack their own transponder codes.  You would think then that pirates would hack their codes to make a fake "legit" code and that's that.

But no, they make a "legit" code and "Black Hole" code.  The Black Hole code being one used during illegal activities.  I suppose this helps your reputation and lets other who you know but....would it not be easy for authorities to have a system to change the legit codes into Black Hole codes?  Isn't this a bad type of open secret?  Maybe I'm over-thinking this but it sure sound stupid to me!
